NYS DOH Response to FOIL

January 2020

We've sought answers to why Oneida County has a promise of $300M and why Utica has a new hospital concept. All without seeing a single study? How did Utica get here?

All we heard was politicians stating, "Albany has money for healthcare [State Plans $300M Infusion For Utica Hospital]" and then "Utica's hospitals are Old (St. Luke's), and Very Old (St. Elizabeths)" but no study of Utica's hospital assets? Then suddenly the money (how did they set the $300M figure?) becomes a totally new building AND in a new, 5th, potential hospital district? All with no study of what hospital assets are truly old, what parts are totally adaquate, and what parts are relatively new? And finally, why wasn't the public part of the process?

We've heard a study was completed that was funded by New York State taxpayers. The study was about the consolidation of Utica's three hospitals. We also heard there were plans for "Centers of Excellence," which seems to suggest plans were in the works for certain facilities to specialize and avoid overlaps. However, it seems no one has these studies, or no one wants to share them. To date our efforts have come up empty and yet in 2019 we learn a hospital reuse study was underway! (They eventually share 4 pages, #NoHospitalDowntown Posts Hospital Reuse Study).
