St. Elizabeth was going down the tubes, New State York State step-in and a financial lifeline was tied to a Downtown Utica hospital. Downtowns were coming back, healthcare spending and jobs were all trends, and nano was faltering badly. A new location would break contracts, unions, create massive demolition and construction activity at two old campuses, and enrich property owners surrounding the new hospital bulldozer zone. Politicians would proclaim "state of the art healthcare", "new hospital", "new doctors", a "once in a lifetime opportunity"... it was their billion dollar Oneida County Health Care Facility Transformation seeded with a $300M gift.

September 18, 2016 - Mohawk Valley Health System still operating at a loss, "The health system faced on operating loss of $5.6 million last year, but that’s an improvement over operating losses of $11.4 million in 2014 and $21.4 million in 2013", CFO Aiello said.

Called a "partnership", New York Offered Grants Designed For Projects To Restructure Primary Care Services. The grants were funded through the 2006 Health Care Efficiency and Affordability Law for New Yorkers.

The law authorizes the state to appropriate or bond up to $1 billion for projects that support the mandates of the Commission on Health Care Financing in the 21st Century, also known as the Berger Commission. Utica's share was $7.1M. One hook was the hospitals could not cut services, read "jobs are safe", so grab the money.
